Summary

As the Talent Pipeline/Outreach Specialist you will partner with department managers in the the development of robust end-to-end talent pipeline avenues by designing and managing programs that engage and prepare future talent from early education (PreK–12) through university, including pre-apprenticeship pathways. Partners with schools, educators, and internal stakeholders to create aligned programs that support long-term workforce needs, ensuring a strong, diverse, and sustainable pipeline of qualified talent.

Partnerships & Pipeline Development

  • Build and sustain strong relationships with local school districts to design and implement student programs (internships, co-ops, work-based learning, pre-apprenticeship) aligned to HSC's occupational needs and hiring timelines.   
  • Respond to school outreach for curriculum collaboration, STEM grant reviews, partnership opportunities and subject matter expertise.
  • Coordinate and support college summer internship and cooperative education programs, including student recruitment, onboarding, scheduling, and engagement activities aligned with workforce pipeline needs.

Student Program Management

  • Manage the full student lifecycle from recruitment through onboarding during student program sessions.
  •  Lead process and development of full-time hiring decisions. Monitor eligibility, performance, and compliance; extend offers.
  • Coordinate housing for non-local students. Collaborate with external partners to support student progress in on-site work experiences.  Monitor housing to fit student needs.  Determine best fit and cost alternatives annually.

Workforce Planning

  • Support departmental workforce needs and recommend curriculum alignments or new pathway development.
  • Coordinate and monitor headcount approvals for student and entry-level roles; align student pipelines with long-term hiring and succession strategies.

Operations & Continuous Improvement

  • Maintain streamlined processes and documentation (Work Based Learning Handbook, onboarding materials, etc.).
  • Track and report on student program data.
  • Coordinate student recruitment events, collect feedback from students and managers, and recommend continuous improvement to promote HSC's mission and culture. 
  • Manage the full candidate lifecycle, from identification through extending offers and onboarding, while ensuring students remain eligible and successful through GPA monitoring and enrollment checks.

Education Requirements

Bachelor's Degree in Business or Human Resources

Minimum Required Work Experience

  • 2–3 years’ experience in secondary/postsecondary education, HR, Learning and Development or related field.
  • Experience supporting work-based learning or similar programs; experience with student or early career development is a plus.
  • Proven ability to collaborate with cross-functional teams and external partners (e.g., schools, community organizations).
  • Experience managing multiple processes with a focus on compliance.

  • Exposure to workforce planning or succession strategies is a plus.

 

The range for this position is  $73,289.00   -  $100,772.10 assuming full time status. Starting pay for the successful applicant is dependent on a variety of job-related factors, including but not limited to market demands, experience, training, and education. The benefits available for this position are dependent on hours worked and may include medical, dental, vision, 401(k) plan, variable bonus, life insurance coverage, disability benefits, and PTO.
