Summary

Responsible for coordinating engineering design, procurement, and construction for single-discipline and multi-discipline capital projects (and occasionally expense projects) within the Portfolio Management Office. Requires a practical knowledge of project management, a foundation of technical understanding as it pertains to multi-discipline engineering, and the ability to assemble effective teams. Technical proficiency is used to effectively drive innovation, collaboration, and implement solutions. Must be a good communicator and be safety driven.

This role is accountable for all aspects of assigned project execution including cost, schedule, scope, and quality of output.

 

Essential Functions

The Project Manager is responsible for the following:

  • Assembling the project team – forecasts required project support resourcing, and secures resources to staff project, often including multiple engineering disciplines. This may involve utilizing external engineering contract support if internal resources are not readily available and/or of the required skillset.
  • Project governance - leads project team through all 7 phases of the project execution roadmap:
  1. Alternatives Analysis – Ensures project team explores alternative analysis of safe, effective and economical solutions.
  2. Scope Definition – Leads team through development of cost estimate and project schedule. Ensures the project scope is defined through development of PFD, P&IDs and layout drawings.
  3. Planning and Design – Ensures completion of safety, environmental, quality, reliability, automation and energy reviews as required, as well as Process Hazard Analysis.
  4. Detailed Engineering, Design, and Procurement - Initiates detailed design and development of construction package. Ensures design package reviews are conducted. Enforces adherence to internal Standards, Specifications and Guidelines, as well as state, federal and local regulations. Works with construction rep to bid and award construction package.
  5. Construction – Ensures project scope is constructed and installed per design/standards. Follows up through start-up and project close-out, which includes records management. This is all completed while communicating with team, sponsor and stakeholders throughout project as needed.

  7. Project Close-out – Ensures all relevant documentation is updated (i.e. P&IDs, record prints, relief valve calculations, stress analysis, BOMs, long term plans, etc.) and fixed asset retirements are processed where appropriate.

 

Additional Responsibilities

  • In partnership with the manufacturing representative, the Project Manager has responsibility/accountability for the scope, cost, schedule, operability, and successful completion of the project. Together the Project Manager and the manufacturing representative maintain control of the project by establishing and guarding the project scope, and ending the project if deemed no longer advantageous to the business.
  • Meet annual building shutdown (TAR) schedule on projects.
  • Provide safety leadership through all phases of projects.
  • Provides communication to team, sponsor and stakeholders regarding project cost, schedule, risks and progress.
  • Provide closeout and records management.
  • Acts as a technical resource (consultant) in areas of specific knowledge or experience.

 

Accountabilities

  • Responsible and accountable for project completion on agreed cost/schedule in conjunction with the sponsor support/understanding.
  • Responsible for the execution of the approved capital projects for the site on budget and schedule.
  • Responsible for supporting TAR activities aligned with their TAR projects to maintain schedule and budget.

 

Education Requirements

  • Bachelor's degree in chemical, mechanical, electrical, civil engineering; or equivalent engineering experience. 
  • PMP certification, or enrolled (building credential requirements, taking classes) is preferred.

 

Required Work Experience

  • At least 8 years’ experience in manufacturing operations and/or an engineering environment.  Significant project engineering experience highly preferred.
