Summary
This position serves as engineering liaison between project, construction and manufacturing teams during major plant expansion projects. Project sizes are large, >$100MM. Works as part of the HSC project team, interfaces with external partners, reports to the Portfolio Management Office Director, is accountable to the HSC Portfolio Management Office within the major capital expansion area.
The manufacturing rep applies technical discipline knowledge to review design, solve problems, assess performance and optimize manufacturing processes within the design of capital expansions, while coordinating the startup activities of those expansions.
This position shares responsibility with the project team for: adhering to project scope, meeting project schedule, maintaining cost control, and achieving process operability and maintainability. They support and reinforce the project, construction and manufacturing teams from project conception through final project turnover to Manufacturing or Environmental / Utility area teams.
Essential Functions
- Leads or participates in Startup Team formation. Identifies the people resources necessary for a safe and timely startup meeting the project’s goals. This includes plant maintenance and support people needed for project reviews.
- Participates in pre-construction Engineering reviews and project planning.
- Follows construction progress and participates in solving construction and installation problems.
- Communicates with all project stake holders in a logical, systematic and timely manner.
- Leads the Management of Change process to facilitate the safe startup of new processes and/or equipment.
- Manages all aspects of pre-commissioning, commissioning and checkout, through initial energizing, heat-up and startup of the new process and associated systems.
- Participates in management of change for engineering and construction of the project.
- Completes necessary documentation for project turnover to manufacturing.
Additional Duties / Responsibilities
- Develops and maintains work practices consistent with the Corporate Code of Ethics and Corporate Values. Emphasizes planning and start-up activities that ensure health, safety, quality and environmental aspects of the job are achieved and are elevated in priority above schedule and cost.
- Understands and learns department, safety and manufacturing technical methods and procedures used to do assigned work in a timely and efficient manner. Provides support, as required by manufacturing leadership, to assess and improve manufacturing processes and equipment reliability.
- Supports and leads safety initiatives and drives the safety performance of the startup team.
- Works with the project, manufacturing and startup teams, to identify design and construction problems impeding the assigned project’s progress. Performs investigative work, analyzes collected data, assesses alternatives for proceeding and makes recommendations to the teams.
- Participates in professional growth programs and development as required.
- Leads or supports operator skill development and training, in preparation for process startup.

Environment/Working Conditions
- This job involves a high percentage of time spent at individual computer workstations and within an office setting collaborating with other team members and other teams.
- Physical activities include traveling to field construction areas, fabrication shops, production buildings, and climbing stairs. Environmental conditions of the job include exposure to all kinds of weather while traveling within the plant. The use of goggles, boots, and gloves will be required in plant production areas.

- Bachelor's degree preferred
Work Experience
- Minimum of 10 years of continuous chemical plant experience
- Minimum budget experiences $50MM TIC
